RCEA-R’s dues structure is designed to be reasonable and affordable. Members are encouraged to pay dues early in the fall to ensure that the organization is able to function effectively throughout the year.
The RCEA-R Fiscal Calendar Year is July 1- June 30.
Yearly members should renew their membership by August 30.
Members are invited to support the Community Service Projects that have been identified by the Committee. Your response and cooperation are greatly appreciated as they make a real difference for those in need in our community.

The Standing Committees are in place to allow members to best use their talents and individual interests in service to RCEA-R.
The standing committees represent the heart and soul of RCEA-R’s work. It is very important that each committee take its work seriously and do its best to set and accomplish goals for each year.
Committee chairpersons are asked to continue soliciting members for their respective committees to ensure an even distribution of work in support of the organization. Each member is asked to serve on at least committee. The President serves as an Ex-Officio member of each committee.
Committees should be prepared to share their activities and news during regular meetings, executive board meetings and in the quarterly newsletter. A committee report form should be used to share the committee’s work.
RCEA-R is filled with many talented professionals and the Executive Board appreciates the services rendered by each committee.
Tommye McMillan, Chair
The purpose of the Archives and History Committee is to document and maintain the historical records and proceedings of the RCEA-R.
A written history of RCEA-R shall be compiled, published, archived, and shared with the membership. It shall be the duty of this committee to ensure that a permanent file and depository be established for the maintenance of the history,
proceedings, activities, and relevant engagements of RCEA-R. This file should include photographs, printed materials and
other memorabilia detailing the activities and accomplishments of RCEA-R members.
The committee will provide periodic updates and reports the Executive Board and membership.
Marvin Byers, Chair
The operation of any state-of-the-art organization is largely dependent upon the financial stability of the entity. This committee has the purpose and responsibility of evaluating all requests for expenses and determining methods of generating income that will place and maintain the organization in a sound and stable financial status.
The committee asks all committees and individuals for their expected expenditures for inclusion in the organization’s annual budget. The committee presents a proposed budget to the organization for adoption at the September meeting.
The committee is responsible for presenting either annually or upon request of the organization, all the financial records/books for auditing, monitoring the 501(3) C and tax reporting, submitting financial reports for the newsletter, collecting, and depositing funds and managing online financial contacts and transactions.

The Committee monitors the functioning of the organization in accordance with the existing Bylaws, which shall be aligned to state and national guidelines. When the committee considers that a change is needed, an amendment is proposed in writing at a regular meeting. Members act on the proposed amendment at the next meeting. Roberts Rules of Order, Edition 12, or the most current edition, shall govern the Bylaws and operation of all organization meetings.
Linda Doctor, Chair
The committee seeks to identify members’ interests and participation in community services, recognizes members for their involvement in community services, and honors Volunteers of the Year at the last yearly meeting. Service projects will be identified annually and opportunities to collaborate with other groups will be explored to engage the membership. Chartered travel destinations for the members will be handled by this committee. Surveys of the Association will be con-ducted to determine travel interests. Responsibility for planning and coordinating the chartered trips will be handled by this committee.
James Muldrow, Chair
The committee provides programs and information to the membership about state and national legislative issues with emphasis on education, aging, voting and South Carolina retirement. The committee stays abreast of the legislative programs and priorities of SCEA-R, SCEA, NEA-R and NEA and collaborates with community groups to engage the membership in legislative advocacy activities

The committee has broad responsibility for all matters relating to the identification, recruitment, communication, celebration, and support of the RCEA-R membership. Programs to recruit new retirees for membership, communicating with inactive members, maintaining accurate records of deceased members and other Richland County educators, and extending courtesies to members and their families are handled by this committee. An accurate database of the membership should always be maintained and provided to the Publicity and Communication Committee when requested. A memorial ceremony to honor deceased members should be conducted at the June meeting and a list of members’ names forwarded to the RCEA-R secretary and SCEA-R. The committee will submit information for Calling Post messages for distribution to the membership.

The committee solicits and receives nominations from members for office and board member positions and conducts an election for the following year at the June meeting. The committee publishes the list of nominees in the April newsletter and/or electronically in preparation for the June election process.

Expanding the association’s outreach through print, electronic and social media tools are to be used to increase the visibility of the organization, increase membership, and establish new partnerships and collaborations. Ensuring preparation and distribution of the RCEA-R newsletter, handbook and other communication (both print and electronic) are handled by this committee including five mailings per year and the annual handbook.

The committee administers the RCEA-R Scholarship, which is awarded annually to a graduating senior or seniors residing in Richland County, attending a public high school, and planning to prepare for a career in education. Instructions for applying for the scholarship are sent to principals, school counselors, Teacher Cadet instructors and other school personnel in the high schools in Richland County. The committee works in collaboration with the Executive Board and Budget Committee to determine scholarship award amounts and ensure that recipients are recognized at the June meeting.

The SCEA-Retired Leadership/Membership Conference is held in August, and members participate in The SCEA-Retired Delegate Assembly in October, and attend The SCEA-Retired Annual Convention in April.
Retired members join three organizations: The SCEA-Retired, NEA-Retired, and the local retired association. Members are strongly encouraged to pay all dues prior to November 30 of each year.
